Annoyingcallers.com is a great idea! It lists the numbers of the companies or individuals who harass you by phone. This will build up a database of the abusers of the system, which is probably well regulated in your locality, as far as having law against it. It is just that these people are ignoring the law, and their companies probably want them to do that, but say they don't, so it is the agent doing the calling who gets into trouble after getting complained against.
Most phone companies will co-operate with you in tracing who it is, especially if you try being nice and polite.
Local governments generally have laws governing abusive or unwanted incoming calls.
A few years ago, my hubby had an issue with someone calling for a relative who did not live with us, but the caller would not believe that. The calls went on and on, and in the end the caller, a guy calling himself George, got abusive. My Hubby tracked down the calling company which was a collection agency, traced the name of the CEO and told him in no uncertain terms what his company was up to, and that he might think that he is a pillar of society, but he is being made a fool of by those at the call center he owns.
The calls stopped right away.
But now that we have
annoying telemarketers as well as collection agencies to contend with. They even call our secondary number that we never even use, but comes through to the same phone but with a different ring.
